Retaining walls for Port Credit yards, from the lakeshore to the river
Retaining walls in Port Credit are often a lakeshore or river-mouth job, so the first question is not the stone. It is which agencies look at the lot. We build armour stone and block walls here, quote them in writing after a site visit, and name the checks that apply to your address. The crew that quotes your wall is the crew that builds it, to the specs in your quote.
Port Credit is the lakeside part of Mississauga. In the City's Official Plan it is three pieces along Lakeshore Road, south of the CN rail line, with the Credit River and the harbour between them. Its policies sit in the Port Credit Local Area Plan.

Near the lake or the Credit River? Check CVC before anything is drawn
Yes, check first. Credit Valley Conservation (CVC) administers O. Reg. 41/24 for flooding, erosion, dynamic beaches and unstable soil. A CVC permit is needed to build, grade or place or remove fill near watercourses, floodplains, valley slopes, wetlands and Lake Ontario.
That matters here because the Credit River watershed reaches the lake: the lake shoreline, the harbour and the river mouth are all regulated features. CVC's permit page says the permit is in addition to any building permit or other municipal approval, so a lot can need both. Start with CVC's regulation map, which shows whether an address is regulated.
On timing, CVC's permit FAQ says it tells an applicant in writing within 21 days whether the application is complete. If no decision comes within 90 days, the applicant can appeal to the Ontario Land Tribunal. Fees depend on the type and scale of the project, and CVC posts a fee schedule. A permit is not needed to cut a tree on private land, though City tree rules may still apply.
Walls inside the village heritage district
Some Port Credit yards sit inside a heritage district, and that changes the first phone call. The Old Port Credit Village Heritage Conservation District runs from Lakeshore Road West to the lake and from Mississauga Road to the Credit River. It includes the shoreline and J.C. Saddington Park.
The district plan encourages owners to keep existing retaining walls along side yards and frontages (section 11.2.2 a). It also says existing grades should be kept so drainage patterns do not change (11.2.4 a). Retaining walls are not on the plan's list of exempt alterations (section 17.2), which means a rebuild or a new wall is not automatically free of review.
Before you replace or add a wall, ask City Heritage Planning whether a heritage permit is needed. We raise the question at the site visit, and the answer goes into the quote.
When does a lakeside wall need a building permit?
Not under 1 m. Mississauga's list of projects that do not need a building permit includes a retaining wall under one metre high, but zoning rules still apply.
The Ontario Building Code (O. Reg. 163/24) treats a wall over 1,000 mm of exposed height as a designated structure when it stands next to public property, beside access to a building, or on private property open to the public. A designated structure needs a permit and an engineer's design. Where people can reach the top of a tall wall, guards may also be required. A heritage or CVC review can apply on top of either rule.
What does a retaining wall cost?
Port Credit walls follow our typical GTA range: $45–$110 per sq ft of face.
| Wall (length × height) | Typical GTA range |
|---|---|
| 20 ft × 2 ft | $2,000–$4,500 |
| 30 ft × 3 ft | $4,000–$10,000 |
| 40 ft × 4 ft | $7,000–$17,500 |

Armour stone, block or timber for a lakeside lot
Armour stone suits big grade changes and a natural shoreline look. It is set one boulder at a time, so it needs machine access. Block suits straight runs, curves, steps and caps, and stacks in uniform courses.
Timber is cheapest up front, and the source gives it 10 to 20 years. Natural stone lasts longest, at 50 to 100 years or more, and costs most.
The right pick depends on height, slope and access. We recommend one at the site visit, once we have seen the gate and the side yard.
What sits under and behind the wall?
A drained, compacted stack of stone. These dimensions come from the Techo-Bloc walls installation guide, and your engineer or product guide governs the final design.
- Request locates through Ontario Dig Authority, free, at least 5 business days before digging.
- Compact a levelling pad at least 6 in (150 mm) thick of 0 to ¾ in granular base.
- Bury the first course at least 10% of the wall's height, never under 6 in.
- Line the back with geotextile and lay a 4 in (100 mm) perforated drain, piped to an outlet.
- Fill at least 12 in (300 mm) behind the wall with ¾ in clear stone, per the guide's general outline. One product drawing shows 14 in (350 mm).
- Backfill in lifts, set the caps and slope the grade away from the wall.
Taller segmental walls are tied back into the soil with layers of geogrid, so the dig behind the wall must allow for the geogrid's length. A reinforced wall needs an engineer's design. The footing is the compacted aggregate pad itself, which the guide calls the footing (aggregate base), not poured concrete.
Why old walls lean, and when to rebuild
Most failing walls trace back to something missing from the list above: no drain, no clear stone, too little burial, or rot in a timber wall. Water pushes on the face, and the wall moves.
A wall that has leaned a little but still drains may only need resetting. One that has bowed, cracked or settled usually needs to come down and be rebuilt on a proper pad and drain. We look at the base and the water path first.
Where walls go on a lakeside lot
- Terracing a slope toward the lake or the river, subject to the CVC check above.
- Raised planters beside a walk or a patio.
- Holding grade beside a widened driveway. The interlocking driveway page for Port Credit covers the driveway side.

FAQ
Port Credit retaining wall questions
How much would a 20-foot retaining wall cost?
Our typical GTA range is $45–$110 per sq ft of wall face (length × exposed height). Block walls sit at the lower end, armour stone and taller engineered walls at the upper end, and engineering adds about $1,500–$4,000 when a wall needs it. A free site visit sets your written quote.
Do I need a permit for a retaining wall in Ontario?
In Mississauga, not for a wall under 1 m, though zoning still applies. Over 1,000 mm next to public property or a building entrance, the Building Code treats it as a designated structure. Near the lake or the Credit River, CVC may need its own permit, and heritage-district lots may need a heritage permit.
What is the cheapest retaining wall to build?
Pressure-treated timber, $15–$30 per sq ft installed (Ontario, 2026), lasts about 10–20 years. Block starts at $25 and lasts 30–50 years (Project Landscaping). By our arithmetic, timber works out to about $0.75–$3.00 per sq ft per year and block $0.50–$1.67, so block usually costs less over time.
Does a 2-foot retaining wall need a footing?
Yes, but for a segmental block wall the footing is a compacted aggregate levelling pad at least 6 in (150 mm) thick, not poured concrete (Techo-Bloc guide). Bury at least 10% of the wall height, and never less than 6 in. Behind it go a 4 in perforated drain and at least 12 in of clear stone.
How long does a CVC permit take?
CVC tells you in writing within 21 days whether the application is complete. If it does not decide within 90 days, you can appeal to the Ontario Land Tribunal. Fees depend on the project’s type and scale, as listed in the CVC fee schedule. Check the regulation map first to see if your lot is regulated at all.
Can I replace an old wall in Old Port Credit Village?
The district plan encourages keeping existing side-yard and frontage retaining walls, and keeping existing grades so drainage does not change. Walls are not on its list of exempt work. Ask City Heritage Planning whether a heritage permit is needed before anything is removed or rebuilt.
Do I need to call before digging for a wall?
Yes. Submit a free locate request with Ontario Dig Authority, formerly Ontario One Call, at least 5 business days before digging. Locates are required for any project that breaks ground, including a wall footing and the drain trench behind it. Marked lines show buried services before the excavator starts.
