Interlocking driveways for Churchill Meadows homes
An interlocking driveway in Churchill Meadows is a paver surface laid over a dug-out, compacted stone base, sized to the City's width limit for your lot. You get a written, itemized quote, and the same crew builds to it. The base, the slope and the width are settled before the first paver goes down.
The City's Official Plan (Map 15-1) shows the neighbourhood bounded by Ninth Line to the west, Britannia Road West to the north, Winston Churchill Boulevard to the east and Highway 403 to the south, with Eglinton Avenue West running across it (City of Mississauga, Official Plan, Chapter 15). That is a big neighbourhood, so lots vary from street to street. We measure yours rather than guess.

Clay along Ninth Line: why the base may go deeper
The City's 2021 study of Ninth Line, which runs along the west edge of Churchill Meadows, describes soils that are primarily clay loam and silty clay loam over sandy silt till. It says water soaks in slowly because the soils drain poorly (City of Mississauga, Ninth Line natural environment report). The study covers the Ninth Line Lands corridor, mostly west of the neighbourhood, not every street in the neighbourhood, so we confirm the soil at each site visit.
Why it matters under pavers: clay holds water, and wet soil that freezes can heave and lift a thin base. A thin base lets that movement lift and tilt the surface. Country Reno recommends at least 6 inches of compacted Granular A, and 8 inches where the subgrade is poor. The stone goes in 3 to 4 inch lifts over non-woven geotextile, which stops the clay from working up into the stone. That usually means digging 10 to 14 inches down.
Flat ground along Ninth Line still needs a 2% slope
Flat land does not drain itself. Water leaves a driveway only if the fall is built in, at least 2%, which is a quarter inch per foot, running away from the garage and toward the street (Country Reno).
The same City study calls the Ninth Line lands relatively flat, at roughly 190 to 200 metres above sea level on the Peel Plain (City of Mississauga). On ground like that, a driveway with no built-in fall holds puddles at the garage door, and a puddle that freezes is a slip hazard. We set the grade with string lines and a level, and check it again after the bedding layer.
Mississauga's width limit on Churchill Meadows lots
Mississauga's By-law 0182-2024 sets the maximum driveway width by lot frontage: 3.0 m, 6.0 m or 8.5 m. Measure your frontage first, because the limit comes from the lot, not from the garage door.
| Lot frontage | Maximum driveway width |
|---|---|
| Less than 6.0 m | 3.0 m |
| 6.1 m – 16.9 m | 6.0 m |
| 17.0 m or Greater | 8.5 m |
In practice, a narrow townhouse frontage lands in the first row, a typical semi or smaller detached lot in the second, and a wide detached lot in the third. We read your frontage from the survey or a tape measure, not from the street name. Read the by-law PDF for the full table.
Two exceptions are worth knowing. A lot with an exception zone, or a minor variance approved on or before October 9, 2024, keeps the greater width. That carry-over does not apply in the RM4, RM8, RM9 and RM10 zones or in RA1 to RA7, which matters for townhouse-zoned lots. The City says no building permit is needed to widen, but a change to the boulevard needs a new curb cut (City of Mississauga). See driveway widening for the steps.
Replacing an old asphalt or concrete driveway with pavers
Swapping the surface is not just a new top layer. The old asphalt or concrete comes out, and we rebuild the base rather than reuse it, because an old base has usually settled unevenly or lost its drainage. The new base goes in 10 to 14 inches down, in compacted lifts of Granular A, graded to the 2% fall.
Removal is a separate line in the price, about $3 to $6 per sq ft in the table above. If the old surface is cracked or sunken, a site visit shows whether the problem is the surface or the base underneath.the full interlock build, layer by layer walks through each layer in order.
How the job runs, step by step
Most driveways take 5 to 8 working days on site (Country Reno), after the locates are back.
- Site visit and written quote. We measure the lot, check the frontage against the by-law and itemize the work.
- Locate request. Ontario Dig Authority, formerly Ontario One Call, is free, and you request locates at least 5 business days before digging.
- Remove and excavate. The old surface comes out and the soil is dug to the planned depth.
- Geotextile and base. Fabric goes down, then Granular A in compacted lifts, graded to a 2% fall.
- Bedding, pavers and border. About 1 inch of bedding sand is screeded level, then the pavers and edge restraint are set.
- Joints and clean-up. Polymeric sand is swept in, the surface is compacted again and the site is cleaned.
Rain and detailed pattern cuts can add days. We tell you before the dig starts if the schedule will move.
Interlock or concrete?
Interlock costs more up front. Plain concrete averages $12 to $20 per sq ft in the GTA, against $15 to $25 for interlock.
The gap buys repairability and life. A cracked or stained paver lifts out and goes back on its own, while a cracked slab is cut out or replaced. Country Reno puts interlock at 25 to 30 years and concrete at 20 to 25. Prices come from Green Building Canada (concrete, May 2026) and Ultrascape (interlock). Our interlock vs concrete guide
Pavers, patterns and borders
Driveways take 80 mm pavers rated for vehicles. The 60 mm size is for patios and walkways. Herringbone is a common choice for driveways, basketweave and running bond suit a simpler look, and a contrasting border frames the field and holds the edge.
Look at colours in daylight beside your brick or siding, not on a screen. A matching walkway to the porch ties the front together; see walkways and steps.
Keeping the joints tight after winter
Interlock needs light care, not constant work. Top up the joint sand every 5 to 10 years, check the edges each spring, and sealing every 2 to 3 years is optional (Country Reno).
If a section sinks or a stain will not lift, the fix is local. Pavers come up, the base is topped up and compacted, and the same pavers go back. See interlock repair.

FAQ
Driveway questions
What does an interlock driveway cost in Ontario, and in Churchill Meadows?
Our typical GTA range is $25–$45 per sq ft installed, so most 2-car driveways land between $15,000 and $27,000 before HST. Removal of the old surface, base depth, soil and the paver you pick move the number. You get an exact written quote after a free site visit.
Is interlocking cheaper than concrete?
Usually not up front. Green Building Canada puts plain GTA concrete at $12–$20 per sq ft on average, against $15–$25 for interlock (Ultrascape). Interlock earns the difference back through repair, because single pavers lift out and go back, and through a longer life of 25–30 years.
How long does an interlock driveway last?
About 25–30 years on a full, compacted base (Country Reno). A poorly built base can fail within 3–5 winters (Country Reno). Plan to top up the joint sand every 5–10 years. Sealing every 2–3 years is optional. A cracked or stained paver can be lifted out and replaced without redoing the driveway.
What is the maximum driveway width allowed in Mississauga?
By-law 0182-2024 sets it by lot frontage: 3.0 m under 6.0 m, 6.0 m from 6.1 to 16.9 m, and 8.5 m at 17.0 m or more. Lots with an exception zone or a variance approved by October 9, 2024 may keep more. Widening needs no building permit, but a new curb cut needs City approval.
Does clay soil change how a driveway is built?
Possibly. The City's 2021 Ninth Line study describes clay loam with limited drainage in the Ninth Line Lands corridor, mostly west of the neighbourhood, so we confirm soil at each site visit. Country Reno recommends 8 inches of compacted Granular A on poor subgrades instead of 6, over geotextile, with a 2% slope.
How long does installation take?
Most two-car interlocking driveways take 3 to 5 working days, weather permitting: one day to remove the old surface and excavate, one to two days to build and compact the base, and one to two days to lay, cut and finish the pavers. Locates must be in before digging starts.
